Blue Lake Civil is a San Diego based engineering consulting firm founded by Maggie Witt and Tim Monroe. Blue Lake Civil offers a wide array of professional civil engineering services, from planning and design to construction and program management. Blue Lake Civil specializes in water resources engineering (water, wastewater, storm water supply and conveyance infrastructure) as well as site development projects for municipal, state and federal agencies.
OUR LEADERSHIP
Maggie Witt, P.E.
President, Co-Founder
Maggie has extensive experience in planning, design and construction services for public works projects with a focus on utilities and site development for the SANDAG, City of San Diego, and Caltrans. Her recent projects include design support for the Caltrans District 11 as well as quantity take-offs and
independent cost estimating for large CMGC projects, including Mid-Coast Corridor and three Caltrans freeway expansion projects (SR-101, SB-101 and SR-99). Maggie has a detailed and organized management style which, combined with her responsive nature, leads to the successful completion of her projects.
Prior to forming Blue Lake Civil, Maggie’s experience includes water/wastewater conveyance pipelines and site development projects. These projects included feasibility studies, planning and predesign, wastewater masterplans and design. Her clients included the City and Port of San Diego, other local municipalities across California, NAVFAC (US Navy & Marine Bases across California, Arizona, and Guam) and California Department of Corrections and Rehabilitation (CDCR).
She and her husband are currently raising three adorable children in San Diego.
Tim Monroe, P.E.
Principal, Co-Founder
Tim Monroe has a proven track record in San Diego and is highly respected among agencies, consultants and contractors for his responsiveness, professionalism, technical expertise and work ethic. He has extensive experience as a project and construction manager and has successfully led teams on large, complex, multi-disciplined infrastructure projects.
More importantly, Tim possesses the “soft skills” and qualities (leadership, patience, common sense, decisiveness, etc.) that are extremely important for building a respectful, solution oriented, and motivated construction team. Tim utilized those soft skills as a resident engineer (RE) overseeing the construction of the Downtown Ballpark Infrastructure Project (Petco Park).
Tim is currently the program level project manager for 8 light and heavy rail projects within the Mid-Coast Corridor being delivered by a CM/GC process, which includes management of wet utility relocations, dry utility relocations, negotiation of $1.4 Billion in construction contracts, value engineering, and risk management during construction.
With 30 years of experience working on these high-profile projects in San Diego, Tim has developed great working relationships with virtually every design and construction coordination contact point in San Diego County.
Outside of his professional life, Tim spends time with his wife and three children.

Jessica Unden
Office Manager
Jessica Unden is our amazing Office Manager with over 17 years of experience in the Engineering Industry providing accounting, human resources and project controls. She is an integral part of managing the business and a critical element of office morale.
Tim and Maggie have worked with Jessica since 2006 and are very excited to have her join us here at Blue Lake Civil.
Jessica is raising two wonderful boys and her dog, Fernando Freddie Mercury.
